Clam and Moonstone Beach County Parks Access Management Master Plan

Planwest Partners, in conjunction with Humboldt Water Resources, prepared the Clam and Moonstone Beach County Parks Access Management Master Plan.  The purpose of the plan was to evaluate specific Clam and Moonstone Beach County Parksoptions for enhancing public access, use, and enjoyment of the parks while maintaining public safety, minimizing user conflicts, and protecting sensitive resources.  The plan established a long-term framework for managing the parks by defining key issues, compiling relevant data and information, and analyzing the feasibility of access alternatives.  The plan focused on potential changes to management policies and procedures, and concepts for construction or upgrade of park facilities.  The plan also includes a phased approach for implementation of recommended management practices. 

The plan scope of work included a comprehensive assessment to obtain detailed information on current and future public uses and the conditions that lead to user conflicts; collection of detailed information on natural, cultural, and historic resources in and around Clam Beach and Moonstone Beach County Parks; development and implementation of a public and stakeholder outreach program; identification of alternatives for facility improvements and management policies and programs to minimize user conflicts and impacts to park resources; identification of opportunities to improve park access and recreational opportunities; identification of protection needs for habitat enhancement to support threatened and endangered species; and identification of opportunities to pursue cooperative management agreements, where practical and beneficial, with state agencies, land trusts, and/or private owners.
