The Yurok Tribe secured funding from the U.S. Economic Development Administration (EDA) to conduct a Comprehensive Economic Development Strategy (CEDS) and a Tourism Investment Strategy planning process. The project team, led by Planwest, included Terry Supahan from True North Organizing Network, Michael Burton (formerly ATNI-EDC), Michael Kraft from Sequoia Personnel Services, and economist Dr. Steve Hackett. Substantial feedback to inform the CEDS Action Plan was generated from a series of meetings with the Yurok Tribal Council, Department Directors, and CEDS Working Group. Additionally, True North conducted one-on-one interviews with community members where they were asked to imagine the future and to describe the keys to success. Interviews were also conducted with economic development and industry leaders in the Crescent City and Humboldt Bay region. This input was used to develop strategies and actions for developing a vibrant, inclusive, and diverse tribal economy. The Action Plan was organized into six sections, including: 1) community capacity building, 2) workforce development, 3) small business development, 4) stable regulatory environment, 5) infrastructure and resource management, and 6) tourism. Ultimately, the CEDS Action Plan is designed to be comprehensive, forward-thinking, and flexible to fit the planning and development needs of the Yurok Tribe.
